The man's name is Paolo Soleri, he has a foundry in Arizona, he's been making these wonderful bronze bells since the 50's or 60's, but he's still making them today and I don't know if yours is an old one or not. Its missing a little triangle at the bottom that catches the wind, but its still a good find.
